All candidates having campaign events in Puna are invited to submit information for publication in this column.

I was a reporter for close to 17 years at the Hawaii Tribune-Herald until October 2005, when I joined the growing ranks of union leaders now formerly employed by the newspaper. (For more about what's happening at the Tribune-Herald, check out the Hawaii Newspaper Guild web site.) Since then I've been the Hilo unit representative for the Guild, a freelance writer, photographer, and blogger.  Puna has been my family's home since 1993.

Joseph calls for public Council debate

Wayne JosephWayne "Big Dog" Joseph introduced some vigor into his campaign in a post today asking why everyone seems to be focusing on former Councilman Gary Safarik and incumbent Emily Naeole in the Fifth District County Council race:

"Why are people limiting their thinking to the past and the present?" he asked. "There are three other candidates running for the Puna Makai council seat and I am one of them.

"We all agree that there were problems with the former elected official and now problems with the present one, so why not look at a viable alternative person which could actually be better than anything we have previously encountered," he wrote.

Joseph says he'll compare his resume with any of the other four candidates and he wants to publicly debate them on the issues that face Puna Makai.

A good debate could certainly liven things up.

However the Hawaiian Paradise Park forum currently is the only gathering of candidates I know being planned for the 5th District Council race. And unfortunately most forums let the candidates make speeches and answer questions from a moderator with little, if any, real examination of what they say. I hope the HPP forum is still on and if there are any others being planned I'll be happy to help publicize them. (Put the info in comments or e-mail me at hunterbishop.rr.com).

Not all candidates may be comfortable with a debate format in which they can respond to each other's remarks, ask questions, and have cross-discussion of their views on the issues and solutions to problems.

The Friends of Puna's Future and and Pahoa Main Street Association (I pay dues to both groups) recently attempted to do just that with a debate format planned for mayoral candidates in August. But only Angel Pilago expressed an interest in participating. Two others, Jasper Moore and Lorraine Inouye, said they had schedule conflicts, but those three among the eight candidates now running were the only ones who bothered to respond.

To be fair the format may not have been the only reason most candidates did not respond. It also could have been the unusual invitation that was extended. Since the proposed format would have been cumbersome with all the candidates, we asked each to "apply "in writing to be invited. That's how we intended to limit the number of candidates participating. (I guess we did too good a job at that.) Essentially we wanted to know why we should consider them seriously for the Office of Hawaii County Mayor and we also included a description of our broad concerns for the Puna District for them to respond to.

It's safe to say we won't be having a debate with one candidate, unfortunately. But that doesn't mean we can't make a similar attempt at getting the County Council candidates together for a discussion of the issues and reasons why they think we should vote for them. We could manage it with all five candidates, I think, and have an enlightening time. That is, of course, if they'll participate. I'll work on that.

I have known Wayne Joseph for a number of years now and I think that a public debate is a great way to hear what he has to say. Candidates who have been in office have had their chance to prove themselves. If they have disappointed those they represent, then isn't it time to hear from someone new. Wayne Joseph can offer a fresh look at some old problems. He has bee a teacher and problem solver for years. why not lie him tell everyone what his experience has taught him. In every encounter I have had with him, he has proven himself to be a man of integrity. He comes with a great energy. I look forward to hearing from him.
Debate? Yes! Why only one? May I help?

I would like to second the motion for a District 5 debate. Time is somewhat short so the debate Gods need to get busy.

Wayne's simple notation that the choices are broader than the past and the present is accurate. I, for one, would like to hear much from Mr. Joesph and Mr. Gumapac particularly.

It is unfortunate that we have been diverted by the mess with the Puna Community Development Plan.... though it is certainly enlightening regarding Councilwoman Naeole.

I am so glad that someone with the appropriate qualifications is finally stepping up and seeking to help improve our community. Not only is Mr. Joseph overly qualified in the academic arena, but he is a true island son and understands the needs of our rural island community.

A debate amongst the three candidates would be great. Voters could hear how things got so screwed up in the past and they will have an opportunity to hear how blue tent affordable housing is progressing today. With Joseph, they can hear what a well credentialed candidate plans for Puna, a candidate with no personal agenda other than the good of Puna.
Most will admit that the current council is no better than a curcus sideshow with clowns and too much of the people's money. Wayne Joseph is a serious, smart and informed candidate. The whole island would benefit from his leadership.

Yes, let's please have a debate with all the candidates, or those who will show up. There can be no viable excuse, with 3 months to go before the election, that all the candidates can't find a date to make it happen. Puna needs to see their choices IN ACTION, thinking on their feet, giving a real time view of themselves. It's not like we're trying to get 5 U.S. Senators in the same place at the same time! We're talking about candidates for Puna's Counsil seat, for heaven's sake. They all live here. If they want to make it happen, if they want to allow their voting community to see them unrehearsed, they can. Let's put the pressure on!

Please don't forget that all five Council candidates for District 5 have been invited to a forum at the Pahoa Neighborhood Facility on August 19th starting (on time) at six pm. Malama O Puna is sponsoring the event, and has 7 thoughtful and though-provoking questions for the candidates. Then, after a brief recess, the floor will be open to questions from the public. So far the following candidates have accepted the invitation (alphabetically): Gumapac, Safarik, and Stocksdale. See you all there!

I would love to see a DEBATE instead of just a forum. Has it ever been done at the "Council" level?

Finally someone wants to discuss the issues intelligently! What a concept!

Yes let's have a debate. At the very least, I hope Public Access TV covers the HPP forum, so a wider audience can see our candidates speak.

I support Wayne Joseph for County Council, district 5. We all know we need a fresh start. I may not agree with Wayne on every issue, but I agree we need to move forward, not backward, to achieve effective Council representation for lower Puna. We have not had an effective Council person from our district in over 15 years, since Helene Hale.

Wayne is a reasonable, honest, intelligent, and co-operative person. Surely these are qualities we need in a representative on any level. We certainly have not had these qualities in recent years, and our district is much the worse as a result.

One of the main reasons people are looking at Safarik, is that he was one of the most effective council persons that Puna ever had. He was able to garner millions of dollars in services and improvements for Puna. What we need is someone with experience! As the economy deteriorates and property taxes go down, there will be less to go around, so we need someone who understands the complicated process and get to work from day 1. We cannot afford to wait another two years for another new guy or gal to figure this out. Also in talking to persons who worked with Joseph in certain boards, the feedback was he was controlling to minutia, which often resulted in nothing being done.

As for a debate in deciding who to vote for, it can be hit or miss for the candidate. I attended one in HPP last election, where Emily did poorly, and put little thought into the consequences of her answers, yet she still won the election. Go figure.

I think exchanges, for the benefit of the Puna voters, is a worthy idea. I think debate could be the wrong term. A debate is usually conducted between the final two in a race to get side by side comparisons, a la Lincoln-Douglas. Three and more is difficult but the way they respond to commonly asked questions in a well moderated forum can be helpful, if not insructive. And effective since the cost is far less than slogan advertising that bores voters to distraction.

Hugh,
You're right (of course).
Debate for two finalists (let's get that organized for October!)
Forum for more than two, the sooner the better.
Hugh, can you help? Call me.

I have spoken Wayne Joseph twice now in public meetings, and I'm impressed with his integrity, intelligence, and commitment.
I've volunteered to have a Meet and Greet Coffee at my home on August 17 between 11 and noon. Please join others in the community to meet and speak with Wayne Joseph. My phone is, and I live in HPP, on Kaloli, between 28th and 29th. Call or email for more info if you like.
I would also love to see a debate with the candidates!!

During the last election, Emily attended only a couple events. Usually she made a statement, and "had another engagement to attend". Faye, to my knowledge, attended 1 event, but did not answer any questions. Both were elected. So, why bother with a forum or debate?
Those of us who educate ourselves about the candidates don't seem to make much difference. Others figure all members of a 'party other than their own' have nothing worth listening too.

And yet, we still hope. We still believe.

Kim Jordan is right on target with her assessment of the approach to forums and debates taken by Ms. Naeole and Ms. Hanohano. I can only hope that things have changed in the last two years, and than policies and accomplishments will matter more than familial connections and union endorsements. I can only hope that these two ladies now see the need for a real exchange of ideas. Like Kim says, we have to hope, we have to believe.

The expressions of dismay at the Puna CDP talk story by some of Ms. Naeole's (former?) supporters are hopefully a sign of things to come in this regard. The old, closed-off way of doing things may be unravelling. Only time will tell.

I helped Emily. She just isn't up to the job. Sad but true. her aide should run next election. She on the other hand is polite, articulate, loyal to her boss(God Bless Her) and intelligent. Tiffany run next election and I'll work for you.
